Job Title: Multi-site Community Manager 

Objective 

Under the general supervision of the Regional Operations Manager, the Multi-Site Community Manager is responsible for the day-to-day operations of assigned affordable housing communities. This position provides leadership to on-site staff while ensuring excellent customer service, regulatory compliance, financial performance, resident satisfaction, and safe, well-maintained communities that support the Douglas County Housing Partnership’s mission.

The Multi-Site Community Manager oversees multiple residential communities serving moderate- and low-income households, including seniors, individuals with disabilities, people who have experienced homelessness, and other households eligible for affordable housing programs. 

Leadership and Staff Development 

  • Participate in interviewing and hiring property staff. 
  • Train, supervise, schedule, coach, mentor, and evaluate assigned employees. 
  • Assign work, monitor workflow, and promote accountability and professional development. 
  • Conduct regular staff meetings and maintain effective communication. 
  • Foster a culture of professionalism, teamwork, excellent customer service, and continuous improvement. 
  • Ensure staff consistently follow DCHP policies and Standard Operating Procedures (SOPs). 

Property Operations 

  • Oversee daily operations of assigned properties. 
  • Conduct routine property inspections to maintain attractive, safe, and well-maintained communities. 
  • Coordinate maintenance activities and monitor work order completion. 
  • Ensure vacant units are prepared for occupancy in a timely manner. 
  • Support capital improvement and rehabilitation projects. 
  • Maintain organized and accurate property records and documentation. 

Resident Services 

  • Provide exceptional customer service to prospective residents, residents, vendors, and community partners. 
  • Resolve resident concerns, lease issues, neighbor disputes, and maintenance-related concerns professionally and promptly. 
  • Coordinate resident meetings, activities, and resident retention initiatives. 
  • Participate in community outreach and marketing activities. 

Affordable Housing Compliance 

  • Ensure compliance with applicable federal, state, local, investor, lender, and agency requirements governing assigned properties. 
  • Oversee compliance with Housing Choice Voucher, Housing Assistance Payment (HAP), HOME Investment Partnerships Program (HOME), Low-Income Housing Tax Credit (LIHTC), and other applicable funding programs. 
  • Review and approve resident applications, leases, certifications, and recertifications in accordance with DCHP policies and delegated authority. 
  • Maintain accurate resident files and prepare for inspections, audits, and monitoring reviews. 

Financial Management 

  • Prepare, implement, and monitor annual operating budgets. 
  • Monitor occupancy, rental income, delinquency, and expense control. 
  • Process HAP, accounts payable, accounts receivable, petty cash, and payroll information accurately and timely. 
  • Prepare and analyze occupancy, financial, variance, and operational reports. 
  • Maintain budgeted occupancy levels, rental rates, and other assigned goals. 

Vendor and Property Management 

  • Coordinate vendor selection and relationships. 
  • Monitor contractor performance and service quality. 
  • Coordinate inspections and contracted services. 

Performance Management and Technology 

  • Utilize Yardi and other agency software systems to maintain accurate records and improve operational efficiency. 
  • Ensure staff properly utilize agency software and follow SOPs. 
  • Monitor Key Performance Indicators (KPIs) and recommend operational improvements. 

Safety and Risk Management 

  • Promote safe work practices and maintain hazard-free communities. 
  • Conduct safety inspections and report liability claims, property losses, and workers’ compensation incidents. 
  • Participate in emergency response activities and on-call responsibilities. 
  • Maintain confidentiality of resident, employee, financial, and agency information. 

Other Duties 

  • Perform other duties as assigned. 

Required Qualifications 

  • High school diploma or equivalent required. 
  • Minimum of two years of property management experience; supervisory experience preferred. 
  • Experience with affordable housing programs. 
  • Strong leadership, customer service, communication, conflict resolution, organizational, and problem-solving skills. 
  • Experience with property management software; Yardi preferred. 
  • Proficiency with Microsoft 365 applications. 
  • Ability to obtain and maintain applicable affordable housing certifications. 
  • Valid Colorado driver’s license with acceptable motor vehicle record. 
  • Acceptable criminal background, employment history, and pre-employment drug screening. 

Desired Qualifications 

  • Bachelor’s degree in Business, Public Administration, Housing, or a related field. 
  • Professional certifications (CAM, HCCP, COS, NAHRO, or equivalent). 
  • Experience with HOME, LIHTC, Housing Choice Voucher, Project-Based Rental Assistance, or similar programs. 
  • Knowledge of Fair Housing, Section 504, and VAWA. 
  • Experience serving seniors, individuals with disabilities, and people who have experienced homelessness. 

Working Conditions 

Physical Demands: Regular travel between DCHP properties and the main office. Frequent computer use, walking properties, climbing stairs, standing, bending, and lifting up to 25 pounds.

Work Environment: In-office position with regular work at DCHP housing communities. May include exposure to varying weather conditions, emotionally difficult situations, and occasional after-hours responsibilities.

Work Location: DCHP housing communities and the DCHP Main Office. Remote work is not available.

Machines and Equipment Used: Standard office equipment, Microsoft 365, Yardi, telephone, copier, calculator, and personal or agency vehicle.

Hiring Range: $62,000.00-$77,000
Pay Periods: Two per month
Work Schedule: Monday-Friday. Either 8:30 a.m.-5:00 p.m. with a 30-minute lunch or 8:00 a.m.-5:00 p.m. with a one-hour lunch, as assigned. Participates in the on-call rotation and may work outside normal business hours as needed.
